Kevin M. A proven C-suite executive, Mr. Sligh has a distinguished record of fostering growth, managing complex operational portfolios, and spearheading transformative initiatives at the intersection of innovation, governance, and sustainability.
As the former Director of the Bureau of Safety and Environmental Enforcement (BSEE), Mr. Sligh led a $270 million operational budget and a team of 900 employees, driving the strategic development of the offshore wind industry and enhancing the safety of offshore energy operations. He championed innovative regulatory frameworks, including the Renewables and Carbon Sequestration initiatives, which set environmental and operational compliance benchmarks. Under his leadership, BSEE published critical Federal Register rules, including the Well Control Rule and renewable energy rule, cementing the organization’s role as a pioneer in energy sector governance.
During his tenure as Deputy and Acting Regional Administrator at FEMA Region 5, Mr. Sligh demonstrated exceptional leadership in orchestrating emergency response efforts across six states and 34 tribal nations during the COVID-19 pandemic. He oversaw the establishment of six mass vaccination centers, delivering over 1.5 million vaccinations to vulnerable populations and managing over $100 million in resources. His operational efficiencies reduced costs and significantly improved disaster survivor satisfaction scores.
Mr. Sligh’s governance expertise is complemented by his deep intellectual curiosity and ability to distill complex topics into actionable strategies. His policy acumen is underscored by his experience as Director for Response Policy within the White House National Security Council, where he shaped the federal response to Hurricanes Harvey, Irma, and Maria, overseeing over $6 billion in disaster recovery funding.
A veteran of the U.S. Navy and U.S. Coast Guard, Mr. Sligh brings unparalleled experience in risk assessment, crisis management, and stakeholder engagement. He served as Deputy Incident Commander for the Deepwater Horizon oil spill response, leading over 40,000 responders in one of the largest environmental crises in U.S. history.
